Procurement Act compliance

Aligned to the twelve principles of procurement.

The Procurement Act (2023 Revision) sets out twelve principles that govern every government procurement (per the Cayman Islands Government's published Principles of Procurement). We commit to each in writing, and we structure our proposals to make compliance demonstrable.

Accountability

Named principals; published audit log of every interaction with a government buyer.

Competitive Supply

We compete on the merits of the proposal. No tied-deals, no rebate-back arrangements.

Consistency

Same pricing model, same SLA, same MSA terms across government and private sector.

Effectiveness

Proposals tied to measurable outcomes — extraction precision, hours saved, audit-event coverage.

Value for Money

Total Cost of Ownership model published; procurement-officer-ready business case template provided per proposal.

Fair-dealing

Conflict-of-interest declarations submitted with every proposal under the Code of Conduct for Procurement.

Integration

OrcaVaults uses standard Linux, standard hardware, standard SAML/LDAP, standard syslog. No bespoke ecosystem.

Integrity

We do not trade on personal connections. Every government buyer is sold to identically.

Informed decision-making

Every claim on this site is grounded in a verifiable source. Every quote we issue is grounded in a fixed-price BOM and a written success-criteria sheet.

Legality

Engagements are governed by Cayman law. MSA template available for legal review before any commitment.

Responsiveness

30-minute briefing on request; quotation within five working days; pilot acceptance within ten.

Transparency

Pricing ranges public; trust posture public; sub-processor list public; contract terms templated.

Local supplier preference & Local Industry Impact

Cayman-domiciled. Local impact statement included.

The Cayman Islands procurement framework gives weight to local participation through two distinct mechanisms: a general local-supplier preference for Caymanian-owned businesses operating under the Trade and Business Licensing Act, and the Local Industry Impact Statement (LIIS) requirement under the Procurement Regulations (2022 Revision) for projects of CI$250,000 and above.

FlowOrca Ltd qualifies as a Cayman-incorporated and Cayman-supported vendor. For every qualifying proposal at or above the CI$250,000 threshold, we submit a pre-drafted Local Industry Impact Statement covering local employment, local sub-contracting, technology transfer to Caymanian operators, and ongoing on-island support.

For procurements below CI$250,000, we submit the equivalent local-supplier declaration alongside our standard pre-completed business case. Every claim is verifiable against the Cayman Islands Registrar of Companies, the Department of Commerce and Investment Trade & Business Licence register, and our published company facts table.

Procurement collateral

Every document your procurement officer needs.

The Procurement Act (2023 Revision) and the Procurement Regulations (2022 Revision), together with guidance from the Central Procurement Office, require market research, cost estimates, and a documented business case for procurements above the Chief Officer approval threshold. We provide every artefact pre-filled, ready for adaptation to the buyer's specific environment.

How we engage

A clean four-step path from first contact to contract.

Initial briefing — 30 minutes, no commitment

The founder takes a 30-minute briefing call. No pitch deck. No funnel. We discuss your environment, your compliance posture, and whether OrcaVaults genuinely fits. If it does not, we say so.

Technical proof of concept — 30 days, fixed fee

A loaner appliance is shipped to your office. We install, harden, and train operators. Your team runs OrcaVaults against your real workflows for thirty days under pre-agreed success criteria.

Procurement and contracting — Bonfire or unsolicited

If you proceed, we submit through Bonfire (for solicited tenders) or as an unsolicited proposal (for direct-award engagements under the threshold). The pilot fee is fully credited against the first-year subscription.

Production deployment and ongoing support

Hardware delivered, software installed and hardened, operators trained, and a quarterly business review schedule established. Your dedicated support engineer is named in the contract.
