Local supplier preference & Local Industry Impact
The Cayman Islands procurement framework gives weight to local participation through two distinct mechanisms: a general local-supplier preference for Caymanian-owned businesses operating under the Trade and Business Licensing Act, and the Local Industry Impact Statement (LIIS) requirement under the Procurement Regulations (2022 Revision) for projects of CI$250,000 and above.
FlowOrca Ltd qualifies as a Cayman-incorporated and Cayman-supported vendor. For every qualifying proposal at or above the CI$250,000 threshold, we submit a pre-drafted Local Industry Impact Statement covering local employment, local sub-contracting, technology transfer to Caymanian operators, and ongoing on-island support.
For procurements below CI$250,000, we submit the equivalent local-supplier declaration alongside our standard pre-completed business case. Every claim is verifiable against the Cayman Islands Registrar of Companies, the Department of Commerce and Investment Trade & Business Licence register, and our published company facts table.
Procurement collateral
The Procurement Act (2023 Revision) and the Procurement Regulations (2022 Revision), together with guidance from the Central Procurement Office, require market research, cost estimates, and a documented business case for procurements above the Chief Officer approval threshold. We provide every artefact pre-filled, ready for adaptation to the buyer's specific environment.
Availability windows above are honest commitments. Documents marked "available with first paid pilot" or with a future date are scoped against current engagement reality; the Buyer Pack we issue today contains only what is genuinely deliverable today.
How we engage
The founder takes a 30-minute briefing call. No pitch deck. No funnel. We discuss your environment, your compliance posture, and whether OrcaVaults genuinely fits. If it does not, we say so.
A loaner appliance is shipped to your office. We install, harden, and train operators. Your team runs OrcaVaults against your real workflows for thirty days under pre-agreed success criteria.
If you proceed, we submit through Bonfire (for solicited tenders) or as an unsolicited proposal (for direct-award engagements under the threshold). The pilot fee is fully credited against the first-year subscription.
Hardware delivered, software installed and hardened, operators trained, and a quarterly business review schedule established. Your dedicated support engineer is named in the contract.
